I think you are not right, extras karan CentOs repository has that package available.
[root@Carmen ~]# rpm -qa|grep -i pure-ftpd pure-ftpd-1.0.20-3.el4.kb
http://centos.karan.org/el4/extras/stable/i386/RPMS/repodata/repoview/pure-f...
