imho, the linux kernel is a freekin mess of conflicted crap, ever changing. 50 different IO schedulers yet none of them can get write barriers sorted out correctly. driver ABIs that change with every build. etc etc.
But you can't blame that last decision on the crowdsourcing... In fact, getting some protection from it is one of the reasons we are on an 'enterprise' disto list instead of using the authoritative version of the day.
