I think your system is getting mixed mirrors or something. Some of the packages you are looking for are from CentOS-8.0.1905 and some seem to be CentOS-8.1.1911. I am not sure what is causing that at the moment, but I put a list of the versions I found in the mirror which should be available.
This happens for some critical package like boost-openmpi-devel (see below for error). In fact the following package were removed and cannot

Since boost is not showing up I am guessing Powertools got turned off.
