That's already a problem, independent of the protectbase plugin. One must already be careful of what repositories one enables, outside of the CentOS set. Using includepkgs or exclude to restrict partly compatible or incompatible repositories is both appropriate and satisfactory.
Until one has such a large number of them that it becomes cumbersome. A standard response "if they have that many ...." doesn't cut it either, as this whole environ is about freedom of choice.
