I'm still running on 7, where gnustep is available from EPEL. I think you'd need to manually rebuild gnustep for CentOS 8.
You may need to rebuild gcc from different source rpms to get Objective-C in EL-8. The RHEL gcc source rpms did not produce Objective-C rpms or binaries when I looked at it in 2019.
