But even still, you _can_ get away with 0% Windows Servers and _still_ implement a _lot_ of Windows client management using various directory services, Samba and/or pGINA, various open source tools, etc...
But no, if you want to use "User and Group Manager for Domains" from a Windows XP Pro client, and manage everything about your Linux server, that is _never_ going to happen.
I think too many people think the built-in clients that come with Windows are the only way to manage servers and systems. If that is the case, _no_solution_ will ever work except what comes from Microsoft, because Microsoft will _never_ bundle "open" (not even "open standard") tools.
