I think you will get more trouble because this plugin uses python2 code and I am not sure if this is supported under EL9.
You could try the flatpak version of this plugin ...
$ flatpak remote-add --user --if-not-exists flathub https://flathub.org/repo/flathub.flatpakrepo
$ flatpak --user install Resynthesizer org.gimp.GIMP
