It is off by default, not sure how it got turned on in your case.
I'd venture a guess that there exists
/etc/yum.repos.d/CentOS-Base.repo.rpmnew
In which case
# mv /etc/yum.repos.d/CentOS-Base.repo.rpmnew \ /etc/yum.repos.d/CentOS-Base.repo
should do the trick.
