Take a look at OpenGroupware.org (OGo). I installed this for a client and they've been just peachy with it for over 2 years now.
You can purchase plugins that will integrate Outlook with OGo, which gives many of the Exchange feature set. But, the only way to utilize 100% of OGo is through its web interface, which is excellent.
