Built and maintained through Cloud SIG, so for example in the openstack-ocata repository :
http://mirror.centos.org/centos/7/cloud/x86_64/openstack-ocata/
So yum install -y centos-release-openstack-ocata ; yum list '*openvswitch*' would do it
