The CentOS Software Collections are rebuilds of the Sources released here:
http://ftp.redhat.com/redhat/linux/enterprise/6Server/en/RHSCL/
As to what the softwarecollections.org repo is and how it will be maintained, someone else (from that group) will need to answer that and how they will maintain that repo.
