Seems that you have the gnupg2 package that was deprecating SHA1, so just downgrade it and it should work again. see (for example as there were multiple duplicates) https://bugzilla.redhat.com/show_bug.cgi?id=2184640
downgraded it - though there is a new distribution-gpg-keys.noarch in epel-testing which I pulled in too - cannot tell which one or perhaps both. helped. thanks, L.
