I usually don't bother with RPMs for such trivial packages, although I guess you do get the benenfit of automated patching (if you have yum auto updating).
I usually care about RPM and autoupdate :-)
so I use this repo for phpMyAdmin http://ftp.pslib.cz/pub/users/Milan.Kerslager/RHEL-4/stable/
