yum should have an include directive and/or an include directory (like
apache) so we can set our custom local configuration files. If we want to use a specific yum mirror and/or our local repository, it should be set in our local files that should never be updated.
for fresh 3.3 installs, yum.conf is never updated anymore, and will never be. ( i hope it will stay like that in the future ).
To do that simply, yum could call a preprocessing tool like m4 for the
yum.conf file.

By the way, is there a way that the yum.conf file sets the http_proxy variable?
