I do not have that comment in the named.conf files on the boxes I have. But I do see a comment in named.custom. Perhaps webmin removed the comment in named.conf, which I suppose also manages bind incorrectly for Redhat since it edits named.conf directly.
This has been filed with RH several times as a bug, and has been closed repeatedly as NOTABUG. See

Whether you agree with it or not, it appears to be how RH will do things for the forseeable future.
