There is no point to this, you are _introducing_ exceptions by stating what the GPL covers.
The FSF isn't the copyright holder on all of the contents, although I suppose that realistically they would be the only ones likely to sue.
I'm not talking about the FSF as copyright holders. I'm talking about the FSF as the authority on the GPL. At least that's who people call when they want "expert witnesses" on the GPL. ;-ppp
