Actually I may just be blind. "yum whatprovides mod_authz_svn.so" says that it is provided by mod_dav_svn and in fact it is. I don't know how I missed it earlier. Thanks.

Actually there is an apache-mod_authz_svn rpm, but it's not in CentOS or Dag. Be aware when you search, there have been serious vulnerabilities reported, so be sure you get a version with the necessary fixes.
