FWIW, I've been using Indefero for quite a while, might suit some of your needs.  It's basically a Google Code clone.

Missed the beginning of the thread, so I don't know what Keith's talking
about. The two that I'd recommend that are F/OSS are bugzilla and Mantis.
Worked with both, both work well.
