Hi, http://mirror.strencom.net/centos/timestamp.txt says the mirror was last updated on Fri Sep 9 15:37:01 UTC 2016. That is more than a year ago, and the mirror misses quite a lot of files published since then.

Could you please sync the mirror from some other external mirror first? List of those can be found from https://www.centos.org/download/mirrors/
