I just opened web as well.
Please try http://reflect.cs.princeton.edu/centos and/or rsync://reflect.cs.princeton.edu/centos again.
rsync seems to be fine, but http://reflect.cs.princeton.edu/centos/6/ gives me a 403, and the root directory http://reflect.cs.princeton.edu/centos/ seems to lack some files that are in http://mirror.centos.org/centos/
