For instance in a full (all arches/all versions) mirror the 3.9/os/ tree contains: i386/ ia64/ s390/ s390x/ SRPMS/ x86_64/ whereas http://mirror.exetel.com.au/pub/centos/3.9/ only shows i386/ ia64/ SRPMS/ x86_64/
I am adding your mirror now with all versions but only i386 x86_64 and ia64 for the arches. Please correct me if this is not what you are expecting.
