As the command shows, it's still coming from one of the same IPs I specified before in my original announce:
$ rsync -4 rsync://no-access.miuku.net/keep-out
@ERROR: access denied to keep-out from unknown (66.34.204.84)
rsync error: error starting client-server protocol (code 5) at main.c(1516) [Receiver=3.0.9]

P.S: I had set to digests which I realized broke natural replies. I've switched that back off so this should be the last that doesn't thread properly.

Hi, this mirror has now been added, with slight changes to the mirror
URLs. We don't currently support HTTPS for mirrors, so I used the http
variant instead. The rsync URL seems to be
rsync://packages.oit.ncsu.edu/repo_mirror/centos/ so I used that
instead. If you wish to change this, please let me know.

You should now be able to rsync from rsync://us-msync.centos.org/CentOS/
to bring your mirror up-to-date.

Thanks,

however I am running into an issue; when I try to switch my syncs to
us-msync, I receive a Module Not Found error for "CentOS"

Hey, I just fixed that url to be  "rsync://packages.oit.ncsu.edu/centos/ ".
That was my intention, puppet pulled a fast one on me.

I was able to sync from centos.org, so we're good there. Thanks for the
help.

This sounds like the IP addresses you specified do not match the IP
addresses that are actually used. Please try these two commands from
your mirror server and report their output:

rsync -4 rsync://no-access.miuku.net/keep-out
rsync -6 rsync://no-access.miuku.net/keep-out

These commands will show your actual IP addresses in the error message.
