There is a master server, but only approved mirrors are allowed to sync from it, so you need to sync from another mirror first before you'll get access to the master sync server.

Hi, that looks a bit empty. I think you could do an initial sync from
some other external mirror that provides rsync, then switch to syncing
from centos.org nodes when your mirror has been verified and approved.
There are plenty of rsync-capable mirrors listed at
http://www.centos.org/download/mirrors/
