[CentOS-mirror] Limited access to centosx4.centos.org

Would you mind giving a look at the limits imposed on the host centosx4.centos.org, which services our rsync requests from the IP 91.196.76.102 when we access msync.centos.org::CentOS. Below is the problem output that I received on Apr 22 at 04:00 UTC:
