I'm not the authoritative person here, But I know in the past, They don't give DVD-msync access to anyone (Well, anyone new that is). And they've held firm on that for as long as I've been mirroring.
The current workaround that we've all kind of agreed on has been sync everything from msync, Then pull the DVD's from a mirror that does have them.
I've got a script that will do it if you would like.

They say after the release of 6.x they are going to re-visit the mirror infrastructure. And possibly at that time, They will open the DVD msync pool back up to the rest of the mirrors that want it.
