We have a dymanic test system ... it tests all mirrors in a round robin fashion.
As we push updates, which makes the centos mirrors correct and the external mirrors not correct until they get udpates, our test system removes mirrors that are not updated from both the list and the mirrorlist passed to centos users.
As the mirror gets back in sync, it is put back on the page and in the mirorlists.
