The third to last paragraph on that page tells you what information you should write in your email to this mailing list to get your mirror registered.
We don't have any mirrors from Iran yet. Although we generally require mirrors to have at least 100Mbit/sec outbound speeds, I'd think we can accept Iranian mirrors slower than that, if needed.
