I am also getting exactly 10KB/s from that mirror to here in Australia when downloading an ISO (at the office, at home and on a server in our DC).
I am also getting the same result when downloading the same ISO from a personal server I have with Rackspace in Dallas, TX.
It does look suspiciously like a bandwidth cap.
