Hi, I've now re-enabled this mirror and you can sync from rsync://eu-msync.centos.org/CentOS/ now. There's a slight problem with your rsync, though:
$ rsync rsync://centos.uni-sofia.bg/ centos Sofia University -- CentOS Mirror --
but when I try to access that module:
$ rsync rsync://centos.uni-sofia.bg/centos/ @ERROR: chroot failed rsync error: error starting client-server protocol (code 5) at main.c(1648) [Receiver=3.1.2]
