In this server we have another mirrors too. But it works well. Could you please tell me what steps need to do for check this problem?

Hmm, it's not an ACL problem but rather a connection issue.
Each successful connection to a msync node also outputs the header with
hostname (we have ~80 machines worldwide behind the msync.centos.org fqdn).
But in this case, you don't even reach, so what I'd do is :
- dig lookup to see which one you'd try to connect to
- rsync with some verbose/debug
- verify your outgoing firewall rules
