Hi, you could do an initial sync from some other Spanish mirror first. Perhaps rsync://rsync.cica.es/CentOS/ or some other rsync-capable mirror from http://www.centos.org/download/mirrors/
Yes, as Anssi mentioned it, (and as also mentioned on the wiki page - https://wiki.centos.org/HowTos/CreatePublicMirrors), sync initially your mirror from an already existing third-party mirror, and then ask for your mirror to be included.
