FYI Here is the error I'm getting
$ rsync msync-dvd.centos.org::CentOS-incdvd

If you do use this service then it is implied that you are providing a mirror for public use and giving us authority to publicise such mirror.

Hmmm. I did some reconfiguration on the rsync things a few days ago, maybe your existing ACL got dropped?
Do you have the ip address handy which should be in that ACL list?
