The isoredirect does not use any form of mirror speed comparison - it just lists mirors that are in the same country code as the requester, or if there are less than 10, adjacent country codes as well.
It is up to you to choose the closest.
However, all of my servers are being taken to Layered Tech instead of my mirror.
Are you using yum with fastestmirror plugin ??
If so it logs the speed of connections in /var/cache/yum/timedhosts.txt

Well firstly your mirror may not be one of the random 10 local ones that are listed by the geo ip system for that repo.
Secondly did you enable use of plugins to get the fastestmirror plugin ??
