Hi Dear Nahid
There is a problem because of the US sanctions against Iran, a lot of server and network admins in Iran have tried to host a mirror but we have had no luck.
CentOS has prohibited Iran and some other countries because of 
U.S. Export Administration Regulations (the “EAR”)  even thought CentOS is under GNU GPL (Source Wikipedia) .

 

Another ridiculous thing is that CentOS has not clarify the exact CentOS license in their website.

I have tried but they react like we are bad guys with all respect I think you should mirror a private mirror for your users and/or data center.
