I have rsynced from a tier 1 mirror - was rsyncing from a geographically closed mirror that was very out-of-date (kambing.ui.ac.id).

The broken URLs should be fixed now. I sync 4x daily.

Unfortunately the CentOS Project does not currently provide such a mechanism for updating the mirrors, so you will need to run rsync periodically to pull any new content.
