Have you tried to traceroute msync-dvd.centos.org to see which server in the hop fails?

That's the problem. With round-robin DNS repsonses, I cannot say which
server was used when the query failed.

echo $SRV;
rsync $SRV::CentOS-incdvd/TIME
several times, I found, that 213.175.193.160 is not available, but there
may be more such machines.
