We recently upgraded/migrated our mirror server.
The DNS information remains the same, but the IP address has changed. The new IP address is 162.244.87.58.
I don't know if your system relies on this, so I'm notifying about the change.
Yes, the ACL is based on IP addresses, not DNS entries. I've now updated the ACL so you should be able to rsync again from your new server.
