Although the mirror seems mostly complete, all the "repodata" directories seem to be absent, thus making this mirror unusable for yum. Please make sure you are not excluding any content when you rsync.

Thanks : it has been added to the mirrors DB and will normally be listed as a public mirror (and on http://mirror-status.centos.org / http://centos.org/download/mirrors/ ) in the following minutes/hours. Your IP has been whitelisted (check that it's working in the following hour)

PS : as Anssi noticed, it seems you had an initial mirror sync issue, and/or that you don't run rsync with --delete : For example consider this : http://mirror.webkur.net/centos/7/updates/ , vs what it normally looks like : http://mirror.centos.org/centos/7/updates/ (you have a bunch of pkgs there that should not be there, while you have the correct files under x86_64)
