Can you verify and eventually see how to fix this with MaxMind if you're sure that server is indeed correctly located in Finland ? I know that Hetzner has indeed server in both countries so we an sort that out and eventually ask them to reflect that with maxmind ?
From a routing view prespective the server is in Helsinki

Your IP address[es] (95.217.141.151 ) has/have been added in the ACL and so you should be able to rsync from msync.centos.org in the next ~10min
