Note that you are not supposed to rsync from mirror.centos.org but from rsync://msync.centos.org/CentOS
If you continue having problems, please run "rsync rsync://no-access.miuku.net/keep-out" on your mirror server and report back the results. That command should show your actual IP address that is used for outgoing rsync connections. Looks like 103.48.119.119 is on the whitelist already.
