While we're at this, I would like to inquire about the status of http://mirror.riverfrontnetworks.com/CentOS/ which is currently listed as an unreachable mirror located in Michigan. Should that mirror be revived, moved to some other URL or disabled entirely?
Go ahead and remove that old mirror from Michigan entirely.

Yes I did. Perhaps your mirror server has multiple IP addresses, and it uses some unexpected IP address for outgoing connections? Try these commands:
rsync -4 rsync://no-access.miuku.net/keep-out rsync -6 rsync://no-access.miuku.net/keep-out
These should report "access denied to keep-out" for 104.244.210.22 and 2620:11F:7003:4::2. If the IP addresses don't match with these, please let me know and I'll update the ACL to the correct IP addresses.
