Let's see.. As I wrote earlier, this mirror hadn't been updated for a while. Although the timestamp is now fresh, there are still files missing from the mirror.
http://mirror.strencom.net/centos/7.3.1611/ looks emptier as compared to http://mirror.centos.org/centos/7.3.1611/ and http://mirror.strencom.net/centos/7.4.1708/ gives me a 403.
Please make sure all the files are there and that they are accessible via your web server.
