Hello,
I recently had to do this as I was upgrading my CentOS 4 box. The files are in the vault http://vault.centos.org/. You will need to change your repos to point to the vault instead. I set the baseurl instead of mirror and it seems to work fine.
I think this might be the wrong list for that questions though but hey I'm new!

CentOS has "upstream" system vendor: RedHat, CentOS is binary rebuild of RedHat Enterprise (with artwork replaced) - if I may say so (I'm just a humble admin of one of CentOS public mirrors, and a sysadmin who uses CenOS on multitude of machines I support).
As you may know, RedHat Enterprise 4 production phase of life cycle has ended. RHEL 4 was released in 2005, so its 7 year long production phase has ended in February 2012. That was the reason why CentOS 4 has been obsoleted.

The only advise here could be: migrate your system from CentOS 4 to either CentOS 5, or better to CentOS 6.
