Thanks for the interest in hosting a Public Mirror for CentOS. There is a document online that lays out the basic information you require:

In terms of drive space, you are looking at hosting about 60GB at the moment.

We're also looking at offering a London,UK based mirror but would prefer to restrict this to CentOS 4 only, as I see some other mirror sites have also done.
Can you please confirm that this is still acceptable?

We would prefer that you mirror the entire tree. However, if its only one Release that you wish to mirror - thats fine too.
As you can see from the present mirror list { http://www.centos.org/mirrors }, we could really use a few more complete mirrors.

Marking the mirrors as being in the UK instead of just "England" would definitely be most useful, as the eye tends to scan for UK :)
