I was surprised that the traffic was routed via Tallinn (Estonia) and Riga (Latvia). Finland and Sweden are connected to each other with reasonably fat pipes, and most of our traffic to Europe is routed via Sweden.
Could you please run a few "traceroute -q1"s from your mirror server to other Swedish hosts, such as other Swedish mirrors? The traceroutes should stay within Sweden. Here are my test results for comparison: http://miuku.net/tmp/traceroute-sweden.txt

It seems to me as well that the traffic isn't routed correctly (it's not a premium ISP after all). The ISP also has presence in Latvia, but this server is definitely located on Sweden as ping to Latvia is much higher.

A traceroute from the university network also shows the packets routed directly to Sweden. Despite the .ru in one hostname, it also has "netnod" and "sth", which both point to Sweden.

Rascom, a Russian ISP, has presence both in Finland and Sweden, so it makes sense for the traffic to be routed to Rascom's network already in Finland. Rascom may decide to route their traffic to Sweden through Estonia and Latvia, if they have a cable between Latvia and Sweden. That's alright, but this was literally the first time in my life I saw traffic destined to Sweden routed through Estonia and Latvia so I was a bit confused. But times change..

It seems to me as well that the traffic isn't routed correctly (it's not a premium ISP after all). The ISP also has presence in Latvia, but this server is definitely located on Sweden as ping to Latvia is much higher.
