      OK, I have now amended the ACL to include 62.231.244.121, so you should 
now be able to rsync from rsync://msync.centos.org/CentOS/

This usually means you are connecting to msync.centos.org from some
other IP address than the one you mentioned in your email (62.231.244.17).
Please run these two commands on the mirror server and report back the
results:
rsync -4 rsync://no-access.miuku.net/keep-out/
rsync -6 rsync://no-access.miuku.net/keep-out/
