Are you sure that is your IP address? Even if it is the IP address configured for the server, we have seen odd NAT arrangements where the IP address changes somewhere in the mirror organization's network.
You could try "curl ipv4.miuku.net" on your mirror server and see if it reports the same IP address. This is not a 100% certain method, but it may give some clues.
Note that msync.centos.org is currently IPv4-only, so IPv6 addresses are irrelevant at this stage.

So, I had a look at this and the IP you mention in your initial proposal is indeed in the ACL, *but* : rsync denied on module CentOS from unknown (121.100.50.117)
So it seems you're using different outgoing IP for rsync traffic. I've added this IP in the ACL too.
