Sorry, but you are missing a few important things on your mirror. Your directroy structure needs look at least like the one under CentOS (okay, just having 4/ and 5/ as directories should be fine), but you *need* the GPG keys and especially TIME and timestamp.txt, as we use that to check that your mirror is up to date.
