they moved DVD iso's into the main sync tree so we dont need to pull from the dvd msync mirror anymore, you can use plain msync without incdvd and it will work fine

The msync-dvd.c.o address and CentOS-incdvd target is deprecated.
You should be syncing from eu-msync.centos.org::CentOS nowadays (or us-msync.centos.org or msync.centos.org depending on where you're situated). Those rsync servers carry the DVD images as well, and are accessible from all IP addresses.
