It was already there, but always "flapping" (see its status on https://mirror-status.centos.org/#tr). So as soon as you'll have fixed the sync issue at your side, it will appear automatically back.

The only thing I noticed is that from a maxmind GeoIP validation, your ip seems to be listed in IL and not CA, so it was entered automatically in IL. Can you validate with Maxmind and have the GeoIP difference resolved ?
It will be listed as a public mirror (and on https://mirror-status.centos.org / https://www.centos.org/download/mirrors/ ) in the following minutes/hours. Your IP address[es] (64.250.124.70 2605:1080:2:f00::70) has/have been added in the ACL and so you should be able to rsync from msync.centos.org in the next ~10min
